ROBERT R. SPARKS, JR. received his Bachelor's of Arts degree in English, with honors, from the Virginia Military Institute and his J.D. from the University of Virginia. He is admitted to practice before the Supreme Court of the United States, the United States Courts of Appeals for the Second and Fourth Circuits, and for the District of Columbia Circuit, the United States District Courts for the Eastern District of Virginia, and the District of Columbia. He is a member of the District of Columbia Bar and Virginia State Bar.

Mr. Sparks has successfully litigated a number of cases in various state and federal courts, including important election law cases decided by the U.S. Supreme Court and the Supreme Court of Virginia. See FEC v NCPAC, et al., 470 U.S. 480 (1985) and Mahan v NCPAC, 227 Va. 330 (1984).

Mr. Sparks is active in local governmental affairs. He served as Chairman of the Fairfax County Electoral Board from 2007-2009 , and he was named pro bono lawyer of the year for 2004 by the Fairfax Bar Association. He has been Chairman of the Annual Land Use Plan Review Task Force for Fairfax County; he has served on both the County Industrial Development and the Redevelopment and Housing Authorities for Fairfax County; he was a member of the County Planning Commission; and he was appointed by the Governor of Virginia to serve a two-year term as a member of the Board of Regents of the James Monroe Law Office Museum and Memorial Library.

CHRISTOPHER T. CRAIG is a member of the Virginia State Bar and the District of Columbia Bar. He is also a member of the Bar of the Virginia Supreme Court, the US Court of Appeals for the District of Columbia Circuit, the US Court of Appeals for the Third Circuit Court of Appeals, the US District Court for Eastern District of Virginia and the US District Court for the District of Columbia.

Mr. Craig earned his Bachelor's of Arts in Political Science from Harpur College of the State University of New York at Binghamton. He earned a Master's in Public Administration from the Nelson A. Rockefeller School of Public Policy of the State University of New York at Albany, and a law degree at The George Mason University School of Law (GMUSL). Before becoming a partner with Sparks & Craig, Mr. Craig was associated with the law firm of Herge, Sparks & Christopher from 1995-2004. He has served as general counsel to Fairfax County Republican Committee since 2001. Prior to 1995, he served as a legislative analyst for the government affairs firms of Albers & Co., Inc., and the Center for State Policy Research.

Currently, Chris serves as Chairman of the Braddock Magisterial District Citizens Budget Advisory Committee and on the Law-Related Education Committee of the Fairfax Bar Association. Chris has served as Legislative Sub-Group Chairman of the Braddock Magisterial District Transportation and Land Use Dialog, and represented Danbury Forest Community Association (DFCA) in the Braddock District Council of Homeowners Associations and served on the DFCA Board of Directors for 10 years. In addition, he served as a mentor with GMUSL, and twice annually, serves as a judge in the GMUSL Moot Court competition. Mr. Craig was appointed by Fairfax County At-Large School Board Member Mychelle Brickner to serve on the High School Curriculum Advisory Committee, and by Braddock School Board Member Tessie Wilson to serve on the Adult and Community Education Advisory Committee.

Mr. Craig's general civil practice concentrates in the areas of litigation, construction law, contract law, corporate and residential landlord-tenant matters, corporate general counsel, wills, trusts and estates, federal and state election law, non-profit and tax exempt entity law, trademarks and copyrights.
