ROBERT R. SPARKS, JR. received his Bachelor's of Arts degree in English, with honors, from the Virginia Military Institute and his J.D. from the University of Virginia. He is admitted to practice before the Supreme Court of the United States, the United States Courts of Appeals for the Second and Fourth Circuits, and for the District of Columbia Circuit, the United States District Courts for the Eastern District of Virginia, and the District of Columbia. He is a member of the District of Columbia Bar and Virginia State Bar.

Mr. Sparks has successfully litigated a number of cases in various state and federal courts, including important election law cases decided by the U.S. Supreme Court and the Supreme Court of Virginia. See FEC v NCPAC, et al., 470 U.S. 480 (1985) and Mahan v NCPAC, 227 Va. 330 (1984).

Mr. Sparks is active in local governmental affairs. He served as Chairman of the Fairfax County Electoral Board from 2007-2009 , and he was named pro bono lawyer of the year for 2004 by the Fairfax Bar Association. He has been Chairman of the Annual Land Use Plan Review Task Force for Fairfax County; he has served on both the County Industrial Development and the Redevelopment and Housing Authorities for Fairfax County; he was a member of the County Planning Commission; and he was appointed by the Governor of Virginia to serve a two-year term as a member of the Board of Regents of the James Monroe Law Office Museum and Memorial Library.

CHRISTOPHER T. CRAIG is a member of the Virginia State Bar, and the District of Columbia Bar. He is also a member of the Bar of the Virginia Supreme Court, the US Court of Appeals for the District of Columbia Circuit and the Third and Fourth US Circuit Court of Appeals, the US District Court for Eastern District of Virginia and the US District Court for the District of Columbia.

Chris earned a B.A. in Political Science from the State University of New York at Binghamton, his Masters in Public Administration from the Nelson A. Rockefeller School of the State University of New York at Albany, and his law degree at George Mason University. He is currently a partner in the law firm of Sparks & Craig, LLP, and previously was associated with the law firm of Herge, Sparks & Christopher from 1995-2004. He has served as General Counsel to Fairfax County Republican Committee since 2001.

Chris currently serves as a Commissioner on the Fairfax County Redevelopment and Housing Authority, and recently completed his service as Chairman of the Braddock Magisterial District Citizen Budget Advisory Committee,  In early 2011, he served as Braddock District Representative to the Citizens Advisory Committee on the 2011 Reapportionment of Fairfax County, Virginia and previously served as Legislative Sub-Group Chairman of the Braddock Magisterial District Transportation and Land Use Dialog.  Also, Chris has represented his community association in the Braddock District Council of Homeowners Associations.

Chris served for 10 years on the Danbury Forest Community Association (1996-2006) Board of Directors, and for three of those years as President. In Danbury Forest, Chris spearheaded several traffic-calming and parking projects, a joint DFCA/Fairfax Park Authority project and Danbury Forest's first-in-the-County townhouse Enhancement Project.

Among his community activities Chris works with the Fairfax Bar Association Law-Related Education Committee performing in elementary school plays, he regularly serves as a judge in the George Mason University School of Law Moot Court competition and is a six-year member of the Holy Spirit Catholic Church Men's Club.
